CARE is seeking a qualified Cambodian national candidate to join our team as a Project Manager for Plastic Smart Project based in Phnom Penh  with frequent travel to other sites as required.

The Project Manager will lead the Plastic Smart Project, focusing on reducing plastic waste, promoting sustainable packaging, and transitioning Cambodia to a circular economy. Key responsibilities include managing a team, overseeing capacity building, pilot-testing business models, raising awareness, driving policy dialogue, and resource mobilization. The role involves planning, budget management, and collaboration with stakeholders like ministries, factories, Micro, Small & Medium Enterprises (MSMEs), and waste collectors. Based in Phnom Penh, the position requires significant travel and direct supervision of technical staff, peers, volunteers and partners.

Salary Range: $$1262 – $1383

Summary  of Job Responsibilities :

  • Lead project planning, implementation, and oversight, including piloting and scaling sustainable business models.
  • Manage budget and financial compliance, ensuring proper use of funds and alignment with project plans.
  • Supervise and mentor a team, fostering high performance and accountability.
  • Build partnerships with government, NGOs, private sector actors, and communities for effective collaboration.
  • Promote policy advocacy and capacity building for stakeholders, emphasizing sustainable waste management solutions.
  • Oversee monitoring, evaluation, and learning activities to ensure data-driven decision-making and continuous improvement.

Experiences and Qualifications:

Bachelor’s degree (Master’s preferred) in environmental sciences, project management, or related fields. At least 5 years of experience managing development or environmental sustainability projects, including team leadership and budget oversight. Proven ability to engage with government agencies, INGOs, LNGOs, Unions and private sector stakeholders in Cambodia or similar contexts. Strong understanding of climate change, circular economy, waste management, sustainable packaging, project management and monitoring and evaluation frameworks. Demonstrated skills in project planning, financial management, training, and facilitation. Excellent communication, interpersonal, and problem-solving abilities. Fluency in English and Khmer, with proficiency in Microsoft Office. Commitment to gender equality, cultural sensitivity, and CARE’s values.
