CARE is seeking a qualified Cambodian national candidate to join our team as a Senior Project Officer – Monitoring, Evaluation, and Learning (SPO-MEL) based in Phnom Penh with frequent travel to other sites as required.
The SPO-MEL will lead the MEAL framework for the Plastic Smart Cambodia project, ensuring data-driven decisions, accountability, and impact demonstration. Key responsibilities include overseeing assessments, data analysis, evidence generation, and participatory monitoring with stakeholders like waste collectors, MSMEs, and community facilitators. The officer will train staff on MEAL, support policy advocacy with evidence-based insights, and utilize digital tools to enhance feedback and accountability. This role is vital for fostering learning, promoting sustainability, and ensuring project success.
Salary Range: $860-925
Summary of Responsibilities
- Develop and implement MEAL plans, frameworks, and tools aligned with CARE’s vision and global indicators.
- Manage monitoring activities, data collection, and analysis; ensure data quality through regular site visits.
- Establish and maintain feedback and accountability mechanisms, ensuring compliance with quality standards.
- Train partners and project staff on monitoring tools and data management; support training program design for project staff and partners.
- Collaborate with stakeholders to align monitoring and evaluation activities with project goals.

Experiences and Qualifications:
The preferred candidate for the role should have a minimum of a Bachelor’s Degree in M&E, Statistics, Development Studies, or related field. At least 3 years of relevant experience within an INGO or LNGO. The ideal candidate will demonstrate a robust understanding of climate change, circular economy, and community engagement. Required strong skills in data analysis and visualization. Proficiency in analysis software; fluent in English and Khmer. Excellent communication and stakeholder engagement.
