CARE focuses on empowering particularly marginalized and vulnerable women in Cambodia, including urban women who are marginalized by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities. CARE focuses primarily on the northeast of the country, Phnom Penh, and surrounding areas.

Objective
CARE is seeking a qualified Cambodian national candidate to join our team as a Senior Project Officer – Monitoring, Evaluation, and Learning (SPO-MEL) based in Ratanak Kiri Province with frequent travel to other sites as required.
The SPO-MEL plays a crucial role to oversee and ensure effective monitoring and evaluation of the Strengthening Inclusive Services for Indigenous People (SISIP) project in Ratanakiri province, Cambodia. The main objective of the position is to ensure that project activities are effectively monitored, evaluated, and that lessons learned are documented and used for continuous improvement. The SPO-MEL will be responsible for designing, implementing, and managing the project’s monitoring and evaluation framework to track progress, measure impact, and ensure data-driven decision-making. The SPO-MEL will work closely with project staff, partners, and stakeholders to ensure the project’s performance and impact are measured and reported accurately.
Salary Range: $860-925
Summary of the Responsibilities
- Develop and implement MEAL plans, frameworks, and tools aligned with CARE’s vision and global indicators.
- Manage monitoring activities, data collection, and analysis; ensure data quality through regular site visits.
- Establish and maintain feedback and accountability mechanisms, ensuring compliance with quality standards.
- Train staff on monitoring tools and data management; support training program design for project staff and partners.
- Collaborate with stakeholders to align monitoring and evaluation activities with project goals.

Experiences and Qualifications:
The preferred candidate for the role should have a minimum of a Bachelor’s Degree in Social Science, Project Management, or at least 3 years of relevant experience within an International Non-Governmental Organization (INGO) or Non-Governmental Organization (NGO).
The ideal candidate will demonstrate a robust understanding of the rights and empowerment initiatives for Indigenous women and girls, as well as persons with disabilities in Cambodia. Essential attributes include proficiency in facilitating training, adherence to organizational policies, and effective team-building skills. Furthermore, organizational competence, reliability, and discretion are paramount.
Fluency in both Khmer and English, coupled with proficient Microsoft Office skills and basic numeric capabilities, are prerequisites, while familiarity with advanced Excel or database programs is advantageous. Finally, an understanding of Cambodia’s health sector is desirable.
